TAIPEI (TVBS News) — The Ministry of Environment (MOEN, 環境部) announced on Friday (Nov. 7) the establishment of a command center for the 30th Conference of the Parties (COP30) to the United Nations Framework Convention on Climate Change, set to take place in Brazil from Nov. 10 to 21. The ministry unveiled Taiwan's carbon reduction plan for 2030-2035, aiming for significant environmental progress.
Minister of Environment Peng Chi-ming (彭啓明) described Taiwan's 2035 carbon reduction goal, which targets a 40% decrease from 2005 levels, as a moon landing project and emphasized the crucial role of energy transformation. Although Taiwan is not a party to the climate convention, Peng noted that the country has aligned with international efforts since 2020, submitting its Nationally Determined Contributions (NDC) to encourage global inclusion in carbon reduction initiatives.
The Executive Yuan (行政院) approved the 2035 NDC 3.0 on Nov. 3, which the MOEN stated ranks second in Asia, trailing only Japan. Director General of the Climate Change Administration (CCA, 氣候變遷署), Tsai Lin-yi (蔡玲儀), highlighted Taiwan's energy transition since 2016, projecting that renewable energy will comprise approximately 11.7% of the total power generation by 2024.
Tsai also reported a reduction in carbon emissions by 1.77% in 2022 and 4.64% in 2023, with Taiwan's offshore wind power installations expected to rank second globally in 2024. This development could lead to a 6.7% decrease in greenhouse gas emissions compared to 2005. The ministry has launched a dedicated section on its website to update the public on climate convention progress, inviting broader societal participation in global climate action.
