TAIPEI (TVBS News) — The Ministry of Environment (環境部) announced Thursday (Nov. 6) that the Executive Yuan (行政院) has approved Taiwan's Nationally Determined Contributions 3.0 (NDC3.0), which represents its commitment to reducing greenhouse gas emissions on the international stage. Taiwan has set a goal to reduce national greenhouse gas emissions by 36% to 40% by 2035 compared to 2005 levels. Despite not being an official member of the U.N.'s climate negotiations, this decision aligns with the collaborative spirit of COP30, the upcoming U.N. climate conference.
According to a press release, the Executive Yuan's NDC3.0 encompasses ten key areas, including climate governance, smart green energy strategies, and a dual-axis transformation of digital and green industries. Minister of Environment Peng Chi-ming (彭啓明) described Taiwan's NDC3.0 as a highly challenging "moonshot" goal. He emphasized the need for societal consensus, industry cooperation, and collaboration between central and local governments to achieve these targets.
Minister Peng noted that Taiwan's carbon reduction target ranks second in Asia, only behind Japan. He stated that Taiwan will continue to review these goals in line with international trends, balancing global responsibilities with national competitiveness. He also highlighted the impact of climate change, pointing out that Taiwan experienced several extreme weather events this year, significantly increasing disaster risk. He assured that the central and local governments have established a robust disaster prevention system.
Countries are required to submit their NDC3.0 goals this year, following the Paris Agreement and COP28 resolutions. COP30, the 30th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change, is set to commence on Nov. 10 and is expected to finish on Nov. 21. This year's COP will be held in Belém, Brazil, which is considered a "gateway to the Amazon."
