TAIPEI (TVBS News) — Tropical Storm Fengshen (颱風風神) brought significant rainfall to northern Taiwan on Monday (Oct. 20), causing localized heavy rain in Taipei and New Taipei. The Central Weather Administration (CWA, 中央氣象署), Taiwan's meteorological agency, warned that rainfall is expected to expand southward on Tuesday.
In New Taipei's Xindian District (新店區), the maximum hourly rainfall reached 73 millimeters, with a three-hour accumulation of 182 millimeters. As of 2:30 p.m., Taipei's Qingtiangang Grassland (擎天崗) recorded a total rainfall of 275 millimeters. The CWA cautioned that continued rainfall has loosened soil, increasing the risk of landslides, rockfalls, and flash floods in mountainous areas.
CWA pointed out that there is a chance of localized torrential rain in the mountainous areas of northern Hualien on Oct. 21. Regions north of Taoyuan, northeastern Taiwan, and the mountain areas of Hsinchu and Miaoli may experience heavy or torrential rain. In particular, the Greater Taipei area, Keelung's northern coast, and Yilan should prepare for prolonged periods of intense rainfall.
The storm's outer bands and the northeast monsoon have also prompted warnings for strong gusts in coastal and offshore areas, particularly from Miaoli to Yunlin, Penghu, and Matsu. The CWA advised against coastal activities due to the likelihood of waves reaching 5 to 6 meters from Tuesday to Thursday morning along the northern coast and Penghu. ◼
