TAIPEI (TVBS News) — The Civil Aeronautics Administration (CAA, 民航局) announced on Friday (Dec. 13) a 35% hike in transit route service fees, effective March 2025, raising the charge to NT$13,500 per flight. This change aims to boost revenue by NT$600 million in 2025 while flights landing or taking off from Taiwan remain unaffected.
Currently, the Taipei Flight Information Region (台北飛航情報區) charges NT$10,000 per transit flight. The CAA revised the "Fee-charging Standards for the Use of State-operated Airport, Navigation Aids and Related Facilities" (使用國營航空站助航設備及相關設施收費標準), citing increased expenses due to the pandemic and equipment upgrades. The transit route service fee revenue peaked at NT$2.4 billion in 2019 but plummeted by over 70% in 2021 due to the pandemic's impact on global flights.
Taiwan's strategic location makes it a popular transit point for foreign airlines, and the transit route service fee has remained unchanged for 17 years. The CAA noted that the adjustment considered the average fee rates in 13 East Asian countries. The new rate is still lower than Japan's NT$20,000 and the Philippines' NT$14,000 but slightly higher than Hong Kong's NT$11,000.
This year, the CAA expects 210,000 transit flights, generating about NT$2.1 billion in revenue, nearly 90% of pre-pandemic levels. The fee adjustment will primarily affect routes from South Korea to Southeast Asia, Hong Kong, and Macau, as well as flights from Japan to these regions.
