TAIPEI (TVBS News) — Minister of Health and Welfare Chiu Tai-yuan (邱泰源) revealed on Friday (Dec. 13) that an investigation of workplace bullying within the ministry comprised of four external and three internal experts with in-depth interviews conducted and extensive surveys done. The Ministry of Health and Welfare (MOHW, 衛福部) released findings from a workplace bullying investigation ona day earlier, revealing only three substantiated cases out of eight, sparking public outcry over perceived leniency.

The findings confirmed bullying incidents involving three non-supervisory officials. Despite disciplinary actions against Director Chu (祝) and Secretary-General Liu (劉), critics argue the penalties were too light. Chu allegedly encouraged staff to perform squats and push-ups during breaks, while Liu reportedly used inappropriate metaphors for self-reflection.

 

When asked whether squats and suicidal behaviors constitute bullying, Chiu refrained from a direct response. He emphasized the necessity of understanding the context and timing of incidents to ensure proper handling. Legislator Chen Gau-tzu (陳昭姿) from the Taiwan People's Party (TPP, 民眾黨) urged a reinvestigation, but Chiu maintained that the investigation adhered to the highest standards and respected the results.

When questioned why Liu retained his position as Secretary-General, Chiu explained that Liu had been reassigned from his role as Director of the Social Insurance department to address interpersonal issues. The controversy highlights ongoing concerns about workplace dynamics and disciplinary measures within Taiwan's public sector.
